Title: Energy Services Housing Inspector
Reports to: Director of Energy Services
Salary Range: Contact Human Resources Department

Purpose and Position:

Essential functions may include the following duties and responsibilities, knowledge, skills and other characteristics which are a representative sample of the level of work appropriate to this position. Performs weatherization audits and inspections for single family work, (Pre-inspections and Final Inspections); performs advanced pressure diagnostics, infrared camera inspections, and combustion analysis testing on combustion appliances, and other tests as required for inspections. Gathers and enters data into electronic PLAT, (Priority List Assessment and Testing Form), database and tracking systems. Verifies the correct installation of the weatherization measures; records violations and discuss changes or alterations with Director of Energy Services to meet successful job completion and client satisfaction; attends technical training sessions as needed and meet with contractors for compliance and quality assurance through submitted punch lists. Participates in staff training on new codes, regulations, or equipment. Performs in-progress inspections as requested or needed; assist Director of Energy Services on any adjustments needed to work orders; applies existing codes and regulations to the weatherization installation measures for conformance.

Essential Duties and Responsibilities:

Possess a working knowledge of: Air and heat flow in buildings; Factors that affect building heat loss; Construction features and critical junction points of common housing types; Insulation R-values; Different insulation materials and installation techniques; Various air-sealing techniques and appropriate materials; Causes of and remedies for existing and potential moisture problems; Causes of and remedies for other existing and potential indoor air quality problems; Residential mechanical ventilation systems; Minimum ventilation rates/building tightness limits based on the appropriate ASHRAE 62 standard; and Electric base-load usage. Demonstrate the ability to: Measure the dimensions of floors, walls, ceilings, windows, and doors, and compute surface areas; Compute the volume of conditioned space of a building; Define the thermal envelope of a building; Assess the effectiveness of existing insulation and the effective R-values; and Analyze utility bills including breaking out base-load usage from heating and cooling usage.

 Building Science construction, energy analysis, weatherization or a related field At least two years of energy analysis and weatherization experience At least five years of Construction experience Preferred Bachelor's degree in construction or related field Certified Energy Auditor • Certified Class 1 Rater • Valid Florida Driver's license

Title: NETWORK CONTROL ANALYST
Reports to: Program Directors
Salary Range: Contact Human Resources

Purpose and Position:

The responsibilities of this staff person is to perform duties as the Network Control Analyst as well, under the direction of Director of Program Operations and is responsible for trouble shooting hardware, software, and technical problems with agency wide computers.

Essential Duties and Responsibilities:

• Researches, tests, evaluate, and recommend data communications hardware and software. • Identifies areas of operation that need upgraded equipment, such as modems, fiber optic cables, and telephone wires. • Conducts survey to determine user needs. • Monitors data communications network to ensure that network is available to all system users and resolves data communications problems. • Receives telephone call from user with data communications problems, such as failure of data to be transmitted to another location. • Consults with staff and users to identify operating procedure problems. • Coordinates installation of computer programs and operating systems by testing as well as maintaining and monitoring all agency computer systems. • Monitors functioning of equipment to ensure that it operate in conformance with specifications. • Confers with staff and management to determine requirements for new systems or modifications. • Test and evaluates hardware and software to determine efficiency, reliability and compatibility with existing system. • Monitors agency’s system and server performance. • Visits vendors to learn about available products and services. • Assists users to identify and solve data communications problems. • Trains staff and management in use of equipment and software. • Develops plans to safeguard computer files against accidental or unauthorized modification, destruction or disclosure and to meet emergency data processing needs. • Confers with management to discuss issues such as computer data access needs, security violations and programming changes. • Monitors use of data files and regulates access to safeguard information in computer files. • Performs other job-related duties as may be assigned by Lake Community Action Agency Management Staff.

Skill and Knowledge Requirements:

experience in computer networking or related field; must have a knowledge of various computer software packages their operation and computer hardware and modems; must also have knowledge of networking systems.

Education and Experiential Requirements:

High school graduate or equivalent; AA/BS degree or higher with a minimum of two years or responsible experience in computer networking or related field; must have a knowledge of various computer software packages their operation and computer hardware and modems; must also have knowledge of networking systems.

Title: School Readiness/ VPK Teachers
Reports to: Center Director
Salary Range: Contact Human Resources

Purpose and Position:

The individual in this position is responsible for providing a nurturing and safe environment conducive for learning for the child so that the maximum level of education is achieved. This individual is also responsible for providing school readiness and character building to the children in the classroom.

Essential Duties and Responsibilities:

Conduct on-going observation and recording of each child to determine developmental need status. Assess each child utilizing the Agency’s assessment tool and use results to develop individual plans. Develop lesson plans that conform to both the individual needs of the children, the Agency’s curriculum guide and integrate other components. Implement activities as outlined in the lesson plan, both indoor and outdoor.Inform parents of educational on-going activities, progress of child and individual developmental needs. Conduct conferences with parents on a regular basis when additional parental assistance is needed in IEP development and implementation. Provide mainstreaming opportunities and activities for children with disabling conditions and participate in the IEP staffing of disabled children. Maintain arrangement of the classroom to ensure that learning centers, teaching aids, and equipment is inviting to the children and stimulates their interest through supervised use. Plan and implement enrichment activities for children to include field trips to reinforce learning units and to broaden the child’s experience. Maintain all required program director.

Skill and Knowledge Requirements:

Good communicator, excellent verbal skills. Skilled inn the use of word and excel. Good computer skills with ability to complete data input.

Education and Experiential Requirements:

High school diploma or equivalent and CDA, AA/AS Degree or higher. Valid Florida Drivers License.

Title: Community Services/Career Consultant

Purpose and Position:

The purpose of this position is to provide a broad array of assistance and highest quality services to job seekers and businesses. The Community Service / Career Consultant provides holistic career services by integrating the opportunities available through Lake Community Action Agency employment support services, and CareerSource Central Florida, the Workforce Innovation and Opportunity Act (WIOA), the Welfare Transition (WT) program, Supplemental Nutrition Assistance Program (SNAP), Re- employment Assistance (REA), and other grants or programs to promote Family Self-Sufficiency. The position requires intentional and excellent customer service focus, knowledge of career and employment services, workforce development programs and the support services that are needed to support the program goals as well as integrated services delivery.

Essential Duties and Responsibilities:

• Assist job seekers and employers by providing superior customer service, career and employment services including but not limited to; job search assistance, job referrals, job placements, case management, job training assistance, recruiting events, outplacement services, and employment support services including but not limited to; housing and energy assistance, childcare assistance, and transportation assistance. • Establish and maintains relationships with customers in order to deliver holistic case management that includes developing career pathways that reach objectives in the most efficient and timely manner in moving customers towards self-sufficiency. • Responsible for staying current regarding targeted industry sectors and all related labor market data. Utilizes the most current data in developing career pathways based on relevant labor information. • Preparing and submitting weekly, monthly and quarterly reports to Director of Program Operation/ Center Manager as required. • Demonstrates professional appearance and attitudes as defined by agency policies.

Title: Energy Services Administrative Assistant

Purpose and Position:

This staff person is responsible Providing administrative & clerical support to The Director of Energy Services and staff. It shall be the responsibility of this staff person to enter all pertinent client data into the computer using CmTools related to weatherization services. Information shall be entered in a timely and accurate manner. This staff person will perform the primary intake on intake on all Energy Services clients.

Essential Duties and Responsibilities:

• Provide administrative & clerical support to The Director of Energy Services and staff. • Provide initial contact with LIHEAP & Weatherization Program Applicants. • Performs clerical duties such as record searching, verifying documents, filing, updates & mail-outs for LIHEAP, Weatherization & other Energy related programs. •Responsible for application intakes and reviewing all necessary documents to ensure clients eligibility for Energy Service Programs. • Provides information and referral services to non-qualified applicants. • Responsible for scheduling appointments utilizing Microsoft Outlook for all energy services programs. • Maintains computer database on current and potential clients through incoming applications received for reporting to state & federal funding sources. • Responsible for the maintenance and organization of all program client files and client waiting list. • Responsible for assisting the Director of Energy Services with purchase request, check request & PO administration for the department. • Assist in the coordination of client education & community events. • Responsible for the review and accuracy of contractor documents to meet the DEO’S requirements under the Weatherization Program. • Responsible for assisting with equipment tagging & inventory control. • Other duties as assigned.

Skill and Knowledge Requirements:

Must be proficient with Windows 7 or Windows X or compatible Microsoft Office software and possess solid paperwork, accounting, math & automation skills. Bilingual (Spanish) preferred

Education and Experiential Requirements:

• Prefer Associate’s degree in one of the social sciences, Public Administration, business administration, or related field, plus at least two to four years administrative/ clerical experience in a business office environment. Prefer one year public administrative work experience for a governmental employer or non-profit agency.
